Patrol Division

The
Patrol Division is under the command of Captain Michael Biss. This division
includes lieutenants, sergeants, patrol officers and additional specialized
patrol units, including Mounted Patrols, K-9 Teams, and Bike Patrols. The
Patrol Division is subdivided into the following components:

Patrol Shifts
First Shift, (11:00 P.M. to
7:00 A.M. and Midnight to 8:00 A.M. shifts);
Second Shift, (7:00 A.M. to
3:00 P.M. and 8:00 A.M. to 4:00 P.M. Shift);
Third Shift, (3:00 P.M. to
11:00 P.M. and 4:00 P.M. to midnight shift).
Fourth Shift, a ten hour
shift with varying start times from 4:00 to 7:00 P.M. and end times between
2:00 and 5:00 A.M. |

Animal Control Unit,
comprised of non-sworn members who respond to incidents that involve the
general control of animals, including the seizure, impoundment and disposition
of animals, reports of Agriculture and Markets Law and local ordinance
violations dealing with animals, and assist police personnel as directed in
responding to and investigation of criminal complaints involving animals. |

Administrative Services & Support
is comprised of a Sergeant, a Police Officer (Training Coordinator), and an
Identification Officer. Administrative Services & Support Unit personnel
responsibilities include but are not limited to maintaining the police
department's fixed asset inventory, administering the Accreditation Program
and comprehensive Emergency Management Plan, Special event planning,
coordination of department training, and Identification and Records
maintenance including fingerprinting and photographing of arrest's and
maintaining related files, intra agency and interagency coordination and
dissemination of department records, and organization and filing of all case
reports, arrest reports and related paper records of the department. |
Patrol
Division works twenty-four hours a day, seven days a week, 365 days a year. The
patrol officers work eight hour shifts, dividing the day into 3 major shifts.
The first shift, headed by Lt. Linda Quattrini, works from midnight to 8a.m.
The second shift is headed by Lt. John King, working from 8a.m. to 4 p.m. The
third shift is headed by Lt. Michael Chowske from 4 p.m. to midnight. For
purposes of patrol shift assignments, the city is divided into geographical
patrol zones that are numbered and placed in a map format. Periodic reviews of
department staffing needs are be conducted to better define patrol zone
boundaries consistent with:

community needs; |

crime analysis and calls for service; |
 |
geographical limitations; and |
 |
manpower limitations. |
The
patrol division performs a variety of duties, including routine traffic law
enforcement, accident investigations, the investigations of minor offenses and
the initial investigation of major offenses which is then turned over to the
investigation division. Duties and responsibilities of Patrol Shift
personnel include, but are not limited to:

Response to calls for police service, as assigned by
established authority; |

Conduct thorough preliminary investigations of all crimes and
incidents, and when proper, complete follow-up by established authority; |
 |
Enforce laws, ordinances, and regulations; |
 |
Conduct crime prevention suppression activities; and |
 |
Maintain close liaison with the community and foster positive
police community relations. |
